Federal Programs Overview
The Vidalia City School System’s Federal Programs Department is committed to providing equitable educational opportunities for all students by coordinating and managing federal resources under the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA). These federal funds are used to enhance academic achievement, strengthen instructional quality, and increase family and community engagement across all Vidalia City Schools.
The department works collaboratively with school leaders, teachers, families, and community partners to ensure that each program is implemented with integrity, compliance, and a focus on continuous improvement. Our goal is to provide the supports and resources necessary for every student to meet and exceed challenging academic standards while preparing for success in college, career, and life.
Title I, Part A – Improving the Academic Achievement of the Disadvantaged
Title I, Part A provides financial assistance to schools with high numbers or percentages of children from low-income families to ensure that all children meet challenging state academic standards. Funds are used to support schoolwide programs that strengthen instruction, provide additional academic support, and increase family engagement. Title I also ensures parents have the “Right to Know” about teacher qualifications and opportunities to be involved in decision-making at both the district and school levels.
Title II, Part A – Supporting Effective Instruction
Title II, Part A focuses on preparing, training, and recruiting high-quality teachers, principals, and other school leaders. These funds are used to provide professional learning opportunities, support instructional leadership, and improve teacher effectiveness to ensure all students have access to excellent educators. Activities may include coaching, mentoring, instructional planning support, and professional development aligned with district and school improvement goals.
Title III, Part A – Language Instruction for English Learners and Immigrant Students
Title III, Part A supports language instruction programs that help English Learners (ELs) attain English proficiency and meet the same academic standards as all students. Funds are used to provide instructional materials, professional learning for teachers, and activities that promote family engagement and cultural understanding. The program also assists immigrant students with language development and academic success through supplemental services.
Title IV, Part A – Student Support and Academic Enrichment
Title IV, Part A provides opportunities for all students to receive a well-rounded education, improve school conditions for learning, and enhance the effective use of technology. Funds support initiatives such as social-emotional learning, mental health supports, digital learning, fine arts, STEM education, and safe and healthy school environments that foster student engagement and achievement.
Title V, Part B – Rural and Low-Income School Program
Title V, Part B provides additional support to small, rural districts to help them address unique local needs and improve student outcomes. Funds may be used for teacher recruitment and retention, professional learning, educational technology, parental involvement activities, and other initiatives that promote academic achievement and equity across all schools.

Through ongoing monitoring, data-driven decision-making, and stakeholder collaboration, the department works to maximize the impact of federal funds and promote transparency, accountability, and equity for all Vidalia City Schools students.
